Public feedback period begins as the 240,000 t/y facility advances in Jilin Province
CHANGCHUN, JILIN – August 6, 2026 – The first public consultation notice for the environmental impact assessment (EIA) of the methanol chemical section of the Huadian Yushu Hydrogen Based Integrated Energy Demonstration Project was officially released on August 5, 2026. This marks a key procedural milestone for the development, which is now moving steadily through pre-construction approvals.
Located in the chemical industrial zone of the Wukeshu Economic & Technological Development Zone in Yushu City, Changchun, the newly configured facility is designed to produce 240,000 tonnes per year of green methanol. Its core process chain integrates electrolytic hydrogen production, air separation, pure-oxygen biomass gasification, syngas purification, and methanol synthesis. The total investment for this segment is approximately RMB 3.121 billion (around USD 437 million).

Project scope and Phase I
The broader Huadian Yushu scheme envisions an 800 MW wind power capacity with dedicated transmission lines, coupled with a 32,000 tonne per year green hydrogen plant and a 250,000 tonne per year methanol unit, plus supporting facilities. The project is being developed by Huadian Changchun Green Hydrogen Technology Energy Co., Ltd.
Phase I comprises 300 MW of wind farms and associated power lines, a 10,000 tonne per year green hydrogen production facility, a new 220 kV substation, and a main stepdown power substation.
Strategic pivot to green methanol
Originally filed as a wind to hydrogen to ammonia project, the developer shifted its product strategy in response to global market trends. In 2024, the company secured approvals for 160 MW and 640 MW wind projects under the ammonia plan. However, in May 2025, the original ammonia filing was formally revoked, and within a week, the project was refiled as a green methanol venture. The hydrogen output was upgraded from 60,000 Nm³/h to 32,000 tonnes per year, paired with 250,000 tonnes of methanol capacity. This realignment directly addresses booming international demand for green methanol as a marine fuel and chemical feedstock.
Technical pathway
The project establishes a closed loop industrial chain:
Renewable power → water electrolysis for green hydrogen → biomass gasification → green methanol synthesis.
The pure-oxygen gasification step converts agricultural and forestry residues into syngas rich in CO and H2, which is then blended with electrolytic hydrogen at optimised ratios before feeding into the methanol synthesis loop. Since all hydrogen comes from renewable electricity and the carbon source is biogenic, the final product qualifies for recognised green methanol certification, offering significant carbon reduction benefits in life cycle accounting.
Policy support and progress
The initiative is a flagship project under Changchun’s 2026 Green Hydrogen Industry Breakthrough Action Plan, designated as a key billion-yuan investment. The feasibility study passed formal review in May 2026, and the power transmission planning report was approved in June, ensuring that all pre-construction phases are progressing on schedule.
The public comment period is now open as part of the EIA process, with further updates expected in the coming months.
