Xi'an to Accelerate the Development of High-Potential Future Industries Including Hydrogen Energy

On July 12, 2026, the General Office of the Xi'an Municipal People's Government officially issued the Implementation Plan for Accelerating Scenario Cultivation and Opening-up to Promote Large-scale Application of New Scenarios. The plan aims to leverage scenario-based innovation as a key driver for technological advancement, industrial upgrading, urban governance optimization, and investment attraction, accelerating the commercialization and large-scale application of emerging technologies, products, and business models.

According to the Implementation Plan, Xi'an will focus on building a number of comprehensive major scenarios, integrated industry-specific scenarios, and high-value targeted scenarios. By promoting the opening of application scenarios, pilot testing and validation, and exploration of innovative business models, the city aims to establish a development pathway of “technological breakthroughs → scenario validation → industrial application → system upgrading”, fostering an open and efficient ecosystem for innovation and industrial growth.

I. Overall Requirements

Xi'an will adhere to the principle that “those responsible for managing industries and regions must also manage application scenarios” and fully implement the decisions and strategic plans of the CPC Central Committee and the State Council. The city will position scenario-based innovation and opening-up as a key driver for stimulating technological innovation, empowering industrial upgrading, optimizing urban governance, attracting investment, and cultivating innovative enterprises.

Xi'an will promote the opening of scenario resources, pilot-scale testing and validation innovation, and exploration of new business models. The city will support the development of a number of comprehensive major scenarios, integrated industry-specific scenarios, and high-value targeted scenarios, establishing a development pathway of:

“Technological breakthroughs → Scenario validation → Industrial application → System upgrading”.

These efforts will accelerate the commercialization and industrialization of new technologies, products, and emerging business models. Xi'an aims to establish a new development landscape in which open scenarios drive transformation, scenario applications lead innovation, and scenario cultivation strengthens industries, creating an open, interconnected, efficient, and dynamic ecosystem for scenario innovation and large-scale application.

II. Key Tasks

(1) Leveraging scenario demands to drive technological innovation

Xi'an will support high-level innovation platforms in opening up scenario resources and collaborating with innovative enterprises to conduct joint research and development. The city will further enhance platform accessibility and encourage technology innovation centers, manufacturing innovation centers, and other platforms to establish open and shared mechanisms, providing small and medium-sized enterprises with services including technology development, product validation, and application promotion.

Through mechanisms such as the “challenge-based innovation” model (“Jiebang Guaishuai”), Xi'an will advance breakthroughs in key technologies and accelerate the demonstration and application of new technologies and products.

Enterprises will be encouraged to collaborate with universities and research institutions to establish proof-of-concept and pilot-scale testing platforms, promote industry-academia collaborative R&D, conduct real-world validation of cutting-edge technologies, and provide pilot-scale maturation services to support product commercialization.

(2) Using scenario innovation to strengthen industrial chains

Leveraging its strengths in aerospace, aviation, and the low-altitude economy, Xi'an will expand major application scenarios in fields such as integrated unmanned systems covering all airspace.

Focusing on advantageous sectors including photonics and semiconductors, the city will unlock full-chain scenario demands and develop integrated application scenarios for hard-tech industries.

Xi'an will target emerging application areas such as industrial software R&D, hydrogen energy applications, UAV inspection, and brain-computer interfaces, developing high-value targeted scenarios to accelerate the implementation, validation, and iterative upgrading of new technologies and products.

The city will strategically cultivate high-potential future industries, including hydrogen energy, nuclear fusion energy, biomanufacturing, and embodied intelligence. By using scenarios to drive technology implementation, strengthen industrial chains, and improve total factor productivity, Xi'an aims to establish a closed-loop development model of:

“Scenario launch → Technology adaptation → Pilot validation → Large-scale application → Industrial clustering.”

(3) Promoting consumption upgrading through scenario applications

With first-store and first-launch economy initiatives as a driver, Xi'an will accelerate the introduction of flagship stores and first stores of renowned domestic and international brands, organize influential new product launches and debut events, and build a nationally recognized demonstration city for first-launch economy development.

The city will support enterprises in introducing digital technologies such as XR/AR, artificial intelligence, the metaverse, and virtual reality into sectors including commerce, entertainment, tourism, healthcare, and sports, creating immersive and experiential consumption scenarios.

Xi’an will accelerate innovative development and utilization of intellectual property resources, building integrated consumption scenarios combining:

"IP + Commerce + Culture + Tourism".

(4) Improving social welfare and quality of life through scenario cultivation

Xi'an will focus on achieving full-process online government services and promote the comprehensive upgrade of the "one-stop online service" system.


The city will develop Xi'an-specific integrated service scenarios around key areas such as business registration, public services, cultural tourism, and commercial activities, creating streamlined "one matter, one process" solutions.


Xi'an will encourage cooperation between public hospitals and artificial intelligence enterprises in areas such as AI-assisted diagnosis and treatment. The city will build high-quality health communities and community-based embedded service scenarios to accelerate the implementation of smart healthcare applications.


The city will further enhance its "one integrated network for urban governance" system, strengthen common supporting platforms such as the City Information Modeling (CIM) platform and the Internet of Things (IoT) sensing data aggregation platform, and promote the implementation of digital scenarios in key areas including smart urban management, smart housing and construction, and smart environmental protection.


Xi'an will upgrade intelligent sensing terminals for municipal public facilities, enhance urban monitoring capabilities, and coordinate the development of a multi-modal integrated urban large-scale AI model. These efforts will enrich application scenarios and accelerate the deployment of intelligent applications in areas such as urban governance and public services.



III. Implementation Pathways

(1) Opening up various types of scenario resources

Xi'an will coordinate the opening of public scenario resources in areas such as government services, urban governance, public services, and livelihood-related sectors. State-owned enterprises will be encouraged to gradually identify and open specific application scenarios in areas including production operations, supply chain collaboration, facility maintenance, and safety management, while appropriately sharing their resources with partners.


Leading enterprises within industrial chains will be encouraged to open internal resources such as production lines, supply chains, and laboratories, take the lead in establishing innovation consortiums, and promote collaboration among large, medium-sized, and small enterprises.


By opening scenario resources in a categorized and phased manner, Xi'an aims to fully unlock the value of urban public resources, industrial application spaces, and social service demands. The city will attract innovation platforms, market entities, and technology teams to participate in scenario development, accelerating the deployment of new technologies, products, and application scenarios through diversified technology solutions and integrated system solutions.


Xi'an will also promote fair and efficient participation in the allocation and utilization of scenario resources, accelerate the cultivation of professional intermediary organizations, and improve specialized service capabilities.

(2) Creating three types of benchmark scenarios

Xi'an will develop comprehensive major scenarios, focusing on city-level, cross-regional, cross-departmental, and cross-industry systemic demands, and addressing comprehensive challenges in urban governance, major infrastructure, and public services.


The city will build integrated industry-specific scenarios, focusing on industrial chains and sectors to connect upstream and downstream processes, creating integrated solutions combining "technology + products + services". These efforts will drive the development of specialized industrial clusters through leading enterprises, complete industrial chains, and ecosystem-based collaboration.


Xi'an will cultivate high-value targeted scenarios, focusing on specific industries, processes, and pain points, achieving breakthroughs through small-scale applications, validating new technologies, and incubating innovative business models.

(3) Building a scenario-based innovation ecosystem

Xi'an will establish a long-term mechanism for scenario innovation and application featuring government guidance, market leadership, and multi-party participation, providing enterprises with full-cycle support for scenario-based innovation.


The city will explore scenario-based investment attraction models, expand channels for attracting innovative enterprises and talent, promote the application and commercialization of new technologies and products, and foster a positive cycle in which industrial research empowers scenarios while scenario applications drive industrial development.


Xi'an will improve the "challenge-based innovation" and urban partner mechanisms, facilitate the free flow of data, technologies, capital, and talent, accelerate the establishment of a comprehensive, multi-level, and high-efficiency scenario opening ecosystem, and build a sustainable scenario development system featuring coordinated collaboration among government, enterprises, and research institutions.

IV. Supporting Measures

(1) Establishing a coordinated working mechanism

Xi'an will establish a regular coordination mechanism among municipal departments including the Development and Reform Commission, Science and Technology Bureau, Industry and Information Technology Bureau, Commerce Bureau, State-owned Assets Supervision and Administration Commission, and Data Bureau.


The city will regularly identify scenario demands and development progress across different sectors, establish categorized scenario demand databases, dynamically update and release scenario lists, and implement full-cycle management covering scenario project collection, selection, inclusion, implementation, and evaluation.


Xi'an will strengthen supply-demand matching services, improve project tracking, monitoring, and performance evaluation systems, and ensure high-quality implementation of scenario development initiatives.

(2) Strengthening policy and institutional innovation support

For scenario projects included in national and provincial key demonstration programs, Xi'an will establish fast-track approval mechanisms and provide priority support in areas such as land use, energy consumption quotas, and environmental capacity.


Eligible projects will receive support from special funds related to science and technology, industrial development, and digital transformation. The city will actively seek central government funding support for major scenario-related infrastructure projects.


Xi'an will encourage development-oriented and policy-based financial institutions to provide long-term preferential financing and guide social capital participation in scenario development.


The city will support qualified scenario projects in conducting pilot reforms related to market access, project approval, and resource allocation in accordance with laws and regulations.

(3) Optimizing the innovation and development environment

Xi'an will implement a fault-tolerance and exemption mechanism for scenario projects where expected outcomes are not achieved due to early-stage exploration, limited experience, or force majeure factors, provided that relevant procedures and responsibilities are properly followed.


The city will strengthen risk assessment and coordinated supervision of emerging technologies, new business models, and innovative industries to ensure safe and orderly development.


Xi'an will enhance the demonstration role of innovative scenarios such as smart transportation and XR cinema, summarize and promote successful cases of scenario innovation, foster an innovation-friendly and open development environment, and build a distinctive Xi'an brand for scenario innovation.
