Inner Mongolia Waives Hazardous Chemical Safety Production Permit for Green Hydrogen Projects

HOHHOT — Inner Mongolia's Energy Bureau issued the draft Safety Management Measures for the Renewable Energy Hydrogen Industry in Inner Mongolia Autonomous Region (Draft for Public Comment) on July 22, introducing major regulatory streamlining for green hydrogen development.


The policy draft dictates that green hydrogen construction projects must fulfill statutory approval or filing procedures, while securing required permits covering urban-rural planning, land use, environmental protection, resource utilization, work safety, fire protection, and special equipment management.


Crucially, the document explicitly permits the construction of green hydrogen production facilities and integrated hydrogen generation and refueling stations outside of designated chemical industrial parks. Furthermore, green hydrogen projects will no longer be required to obtain a hazardous chemicals safety production permit.


Under the proposed regulatory framework, green hydrogen refueling stations will be managed under the administrative model used for compressed natural gas (CNG) refueling stations, with commercial station operators required to obtain operating permits from local municipal gas authorities. Meanwhile, green hydrogen logistics will remain subject to dangerous goods transport regulations, requiring road transport operators to secure relevant hazardous materials transport permits from transportation authorities.
