Land Secured for Hydrogen Production Plant of Hulunbuir Wind-Solar-to-Hydrogen Project

Shanghai Hydrogen Tong Energy Group Co., Ltd. has successfully secured the land for the hydrogen production plant of its Hulunbuir wind-solar-to-hydrogen integrated project in Inner Mongolia, marking further progress in the development of the project.

The site is located in the Xiertala Project Zone of Hulunbuir Economic and Technological Development Zone, Inner Mongolia Autonomous Region, and covers 160,446 square meters, or approximately 240 mu, according to the project information.


The project has a total planned investment of RMB 1.851 billion and will include a 240 MW photovoltaic power station covering approximately 10,700 mu. The hydrogen production system will have a capacity of 40,000 Nm³/h, with annual hydrogen production of approximately 8,900 tons. It will also produce about 70,000 tons of liquid oxygen as a by-product.


The project is designed to leverage Hulunbuir's local renewable energy resources and support a range of hydrogen applications, including hydrogen-powered mining trucks for open-pit mines, hydrogen heavy-duty trucks, passenger buses, urban public transportation and hydrogen use in the fertilizer industry.


By integrating renewable power generation, low-cost water electrolysis and downstream hydrogen applications, the project aims to establish an integrated value chain for green hydrogen production and utilization. Local production and consumption are expected to reduce the costs associated with long-distance hydrogen transportation and support the project's commercial viability.


The project is also designed to operate in Hulunbuir's cold climate, which experiences around 190 to 210 days of low temperatures each year. The hydrogen-powered transport applications are expected to provide an alternative to battery-electric vehicles in cold-weather environments, where lithium-ion batteries can experience reduced performance and driving range.


Located near the China-Russia border, Hulunbuir also offers opportunities for cross-border cooperation in hydrogen and energy.


The project is expected to generate revenue from both green hydrogen and liquid oxygen, while providing a model that could be replicated in other regions with similar renewable energy resources and hydrogen demand. The company said the project could also support future regional expansion and strengthen its position across the hydrogen value chain.


The project obtained approval for its 240 MW photovoltaic capacity quota from the Inner Mongolia Energy Bureau in 2024. It subsequently received grid-connection approval from the East Inner Mongolia Power Grid in 2025, after which construction began.
